After obtaining ABS Ballast Water Management System(BWMS)commissioning testing service supplier qualification in May, Lion Testing group successfully passed the BWMS commissioning and testing service supplier qualification of DNV this month. ISO/EC 17025 is the international standard for the quality and technical requirements of laboratories, as well as the basic requirements of BWM.2cirC.42-Rev.2(G2 Guideline 2020) for testing institutions to carry out commissioning testing on BWMS. DNV and ABS are two of the world's leading classification societies and globally recognized certification authorities. In addition, on the 2lst of this month, the official website of the Chinese Maritime Safety Administration published the information of Lion Testing  as an inspection organization. It means that Lion Testing has become the first and only ballast water testing company registered by the China Maritime Safety Administration.

Nowadays, ship ballast water is an important medium of Marine alien biological invasion. Ships transfer the ballast water from different sea areas to different parts of the world, breaking the original biogeographic barrier, causing biological invasion problem and causing serious threat to Marine ecology. Therefore, both domestic and foreign countries are pushing for the implementation of ballast water control regulations.

At the MEPC 75 held last year, (november 2020), MEPC.325 (75) was adopted. The decision states that BWMS commissioning tests are required for initial BWMS inspections or additional inspections of modifications. The purpose of the commissioning testing is to verify the functional effectiveness of BWMS after installation, which is a necessary measure to prevent Marine biological invasion. At same time, the resolution requires states parties to the Ballast Water Convention not to enter into force later than June 2022.

The Biosafety Law of the People's Republic of China was adopted at the 22nd Session of the Standing Committee of the 13th National People's Congress of the People's Republic of China on October 17,2020 and will come into force on April 152021. Article 23 of Chapter ll of the regulation also provides requirements for the control of ballast water discharge of international sailing ships.
